The City of Auburn is issuing a Notice of Application (NOA) and Determination of Non-Significance (DNS) for the following described project.

Proposal: The Auburn School District has requested to amend the City of Auburn Comprehensive Plan Map designation of four parcels from “Single Family” to “Institutional”, and a portion of an unopened right-of-way (130th Ave. SE), totaling approximately 10.25 acres in size. Concurrently, the project site is proposed to be rezoned from “R-5, Residential” to “I, Institutional”. The map amendment and rezone are necessary to allow for the future construction of Auburn School District Elementary No. 16.

Location: The project site is located just north of SE 304th St. and west of the intersection with 132nd Ave. SE, within SE ¼ of Section 4, Township 21, Range 5. King County Assessor Parcel Nos. 042105-9015, 894670-0210, 042105-9053, and 042105-9063.

Statement of Consistency and List of Applicable Development Regulations:  This proposal is subject to and shall be consistent with the Auburn City Code, Comprehensive Plan, and Public Works Design and Construction Standards.

Lead Agency: City of Auburn
The lead agency for this proposal has determined that it does not have probable significant adverse impact on the environment. An environmental impact statement (EIS) is not required under RCW 43.21C.030(2)(c). This decision was made after review of a completed environmental checklist and other information on file with the lead agency. This information is available to the public on request.

Public Comment Period: This may be your only opportunity to comment on the environmental impact of the proposal. All persons may comment on this application. This DNS is issued under WAC 197-11-340(2); the lead agency will not act on this proposal for 15 days from the date issued below. Comments must be in writing and submitted by 5:00 PM on August 16, 2019 to the mailing address of 25 W Main St., Auburn, WA, 98001, or to the email below. Any person wishing to become a party of record, shall include in their comments that they wish to receive notice of and participate in any hearings, if relevant, and request a copy of decisions once made.

Any person aggrieved of the City's determination may file an appeal with the Auburn City Clerk at 25 West Main St, Auburn, WA 98001- 4998 within 14 days of the close of the comment period, or by 5:00PM on August 30, 2019.

Public Hearing: Planning Commission public hearing for the comprehensive plan amendment and rezone will be scheduled at a later date.
